For this tutorial you will need the following:

Paint Shop Pro, I am using PSP X, you should be able to use any version.

Tube of choice, I am using the artwork of Roman Zaric which you need a license to use.  

Scrap kit of choice. I am using a FTU kit by Inzpired Creationz called Lemon Faire .
She has a bunch of old PTU kits that are now FTU and they are offered on her blog in bundles. 
The kit is in bundle 4, which I have linked above.

Font of choice

Plugins: no outside plugins

Just remember that my choices of papers and elements is just a suggestion, change it up and make it yours! You don't have to follow mine exactly.

Add a drop shadow of your choosing to tubes & elements throughout. I usually use 1, 1, 50, 5 unless otherwise noted.

Let's get started!

Open your template, shift D to duplicate, close the original.
Change the canvas size to 900 x 850
Delete the by Missy layer

Fill the layers with papers, to do this make sure the layer you want to fill has been clicked on in your layer palette. 
Click inside the shape with your magic wand, selections, modify, invert, open your paper, copy and paste as a new layer, 
click delete on your keyboard.
Delete the original template layer

Some layers, you may just want to flood fill with a color from your kit. To do this, click on the layer in your layer palette, add another raster layer above it,
click inside the shape with your magic wand, and flood fill it with your color
Delete the original template layer

I used the following papers for each layer:

square 1, square 2, circle 2 & brush, paper 7
circle 1 & circle 2, paper 8
all frame backs, paper 3

For the frames, add/remove noise with the following settings

On the left frame back, selections, select all, float, defloat
open your tube, copy and paste as a new layer, resize by 65% arrange the tube in it
selections, invert, click delete on your keyboard
Change the blend mode to Luminance(L) and drop the opacity to 60%

Copy and paste your tube again, arrange it over the bottom circle layer, 
make the circle layer active, selections, select all, float, defloat, invert
Take your eraser tool and erase the bits that hang over the bottom of the circle

Add the following elements, check my tag for exact placement:
Basket, resize 65%
pitcher 1 resize 45%
lemonade resize 45%
cupcake 1 resize 35%
lemon & bow, resize 25%
flower 5 duplicate, resize one 85% and one 65% mirror the larger one
balloon 1
balloon 2 resize 85% mirror
bow 1, resize 40% arrange over basket handle and balloons
flower 4 resize 40% duplicate, mirror
flower spray 1 resize 40%, duplicate a couple times, mirror & arrange across bottom
Flowers 1, 2, & 3, resize to various sizes, arrange around on the bottom
nesting bird resize 40%
market umbrella

Open paper 1, copy and paste as a new layer just above your white background layer
apply your mask

crop and resize
add your copyright and credits as needed
add your text and save
