Lovely Mermaid

For this tutorial you will need the following:
Paint Shop Pro, I am using PSP X, you should be able to use any version.
Tube of choice, I am using the artwork of Ismael Rac which you need a license to use. You can get at his store HERE.
Scrap kit of choice. I am using Deliriously Delilia by Wicked Princess Scraps
Font of choice, I am using A&S Black Swan
Just remember that my choices of papers and elements is just a suggestion, change it up and make it yours! You don't have to follow mine exactly.
Let's get started!
Open a new white canvas about 600x600
Open twig frame 2, copy and paste as a new layer, resize by 60%.
Click inside with your magic wand, selections, modify, expand by 5.
Add a new raster layer below the twig frame, flood fill with white. Keep selected.
Open the bridge element, copy and paste as a new layer, Resize by 60%, arrange it where you want it, selections invert, click delete on your keyboard. Merge it down to your white layer you just filled.
Open your tube, copy and paste as a new layer, resize. If you are using the same one I did, resize by around 60%. Add a drop shadow, mirror and arrange on the right side.
Open the whirlpool element, copy and paste as a new layer, resize by 40%, drag below the bridge background layer.
Open butterfly spray, copy and paste, drag just below the bridge background layer. I also erased the small butterfly at the very top left because it was too far out beyond the rest of the tag.
Open the curved cattail element, copy and paste as a new layer. Resize by 70%, arrange on the left side, duplicate and resize that one by 70%, duplicate that one, mirror it, and then arrange the three however you like on the left side. Merge the 3 together and add a drop shadow.
Open the conch shells, copy and paste as a new layer, resize by 35%, erase the one on the right. Mirror and arrange over the bottom of the cattails. Add drop shadow.
Open rose gems element, copy and paste as a new layer, resize by 45%, arrange them below your tube, and above the frame. Take your eraser tool and erase any parts that stick out beyond the tube.
Add your name, copyright info, scrapkit credits if necessary by TOU, crop and resize if necessary and you're done!
